Rhode Island's Dual Support System
Rhode Island's medical cannabis program offers patients a unique two-person support structure: each patient may designate both a primary caregiver and a separate authorized purchaser. This dual system provides more flexibility than most states, which typically allow only one designated person.
| Role | Caregiver | Authorized Purchaser |
|---|---|---|
| Per patient | 1 | 1 |
| Minimum age | 21+ | 21+ |
| Residency | Rhode Island resident | Can be out-of-state |
| Background check | Required | Required |
| Patient limit | Up to 5 patients | Typically 1 patient |
| Can purchase | Yes | Yes |
| Can administer | Yes | Purchase only |
The key distinction: authorized purchasers can be out-of-state residents, while caregivers must be Rhode Island residents. This is particularly useful for patients whose family members live in neighboring Massachusetts or Connecticut.
Rhode Island patients get both a caregiver AND an authorized purchaser — up to two separate people who can visit a dispensary on your behalf. Most states only allow one. The authorized purchaser can even be an out-of-state resident, making Rhode Island's system unusually flexible.
Caregiver Eligibility
- Age: Must be at least 21 years old
- Residency: Must be a Rhode Island resident with valid RI-issued identification
- Background check: Must pass a criminal background check administered by the state
- Patient limit: May serve as caregiver for up to 5 patients simultaneously
- Registration: Must register through the Cannabis Licensing Portal alongside the patient's application
Registration Steps
- Patient designates you: The registered patient must name you as their caregiver during their application or through the Cannabis Licensing Portal (cannabislicensing.ri.gov).
- Complete the background check: Submit to a criminal background check as required by the CCC. Certain felony convictions may disqualify an applicant.
- Submit caregiver registration: Provide your Rhode Island ID and background check documentation through the portal.
- Receive your caregiver card: Your card will be processed alongside the patient's application and mailed to your Rhode Island address.
Caregiver Costs
| Expense | Cost |
|---|---|
| Caregiver registration fee | $0 (fees eliminated Dec 2022) |
| Background check | Varies (state-administered) |
| Replacement card | $10 |
Caregiver Responsibilities
- Carry your card: Always have your caregiver card when purchasing or transporting cannabis for a patient.
- Purchase only for designated patients: You may only buy cannabis on behalf of patients who have formally designated you through the CCC system.
- Respect possession limits: Medical patients may possess 2.5 ounces per 15-day period. Cannabis you carry on a patient's behalf counts toward their allotment.
- No diversion: Using or selling a patient's medical cannabis for your own purposes or to third parties is a criminal offense.
- Maintain current registration: If a patient's card expires, your authorization to purchase on their behalf also lapses. Ensure renewals are coordinated.
Multiple Patients
A single caregiver may serve up to 5 patients simultaneously. Each patient must independently designate you through the CCC portal. When purchasing at a dispensary, you will need to specify which patient the purchase is for, and the dispensary will track it against that patient's allotment.
This limit is reasonable for most caregivers, but those serving multiple family members should plan dispensary visits efficiently — separate transactions are typically required for each patient.
Home Cultivation for Caregivers
Registered caregivers can cultivate cannabis on behalf of their patients. Medical patients are authorized to grow 12 mature plants and 12 immature plants. The caregiver can manage the cultivation at the patient's registered address. This is a significant benefit for patients who want home-grown cannabis but lack the ability to tend plants themselves.
